Mr. A. Lyttelton decided that Mr. Carpmael,
if transferred to Hongkong, should rank in order of seniority
immediately below Mr. D. 7. Tratman. He would therefore rank next
above lir. A. E. Wood who has recently been appointed to a vacancy
in Class III of the service and he would be given the next suit-
-able vacancy in that class.

I may add that, as Sir F. H. May pointed out
in his Despatch No. 278 of the 4th. July, 1904, the dialect (Pekingese) which Mr. Carpmael has learned is not likely to be of
much use in Hongkong, and I therefore recommend that a condition
of his transfer, if confirmed, should be that he must study
Cantonese under the bonus scheme (General Order 134 and Appendix
I).
